The Administrative "Deep" State is real. 

The Executive Branch of our Federal Government has been delegated unconstitutional and undue authority to approve and implement procedures without oversight from Congress, in a direct violation of the NONDELEGATION DOCTRINE.


The Election Assitance Commission (EAC) is one of several Federal Executive Branch entities which must be BOUND with Checks and Balances by the Separation of Powers.

The EAC must be BOUND to the will of a Duly Elected Leguslature and any rule-making authority must be limited.


Whether voting machines are connected through the "internet" or any other network connection used for wireless transmission of data, this practice is risky, and a subversion of legislative intent seeking to prevent unlawful access to election data and software. 


Commercial Off The Shelf Components (COTSC) are being used in our elections, without having to be certified by the EAC or SOS due to their commercial application. This results in more than half of US election equipment, and nearly all of our election records nationwide, being managed in a variety of means by uncertified equipment.


Allowing the use of COTSC gives cover to any issues detected in an EAC Certified Election System. Introducing a computer or other electrical component that the EAC is not responsible for dpreads thin accountability for maladministration of EAC Certified Computerized Election Systems.


Due to even the strongest State Voter ID requirements being rendered null and void by Secretaries of State issuing suspect legal opinions, we see the need to clarify that only legal citizens may cast ballots, and that we enforce the means prescribed to prevent illegal voter registration and illegal casting of ballots.


Federal Legislation is needed for further clariification.


This is also able to protect against the dilution of ballots cast by lawful voting citizens from bad actors at the state level who may attempt to collect and cast unlawful ballots using fake names and addresses.


TBTR understands the reason America votes by Secret Ballot.

Ballots must be cast by the lowest reporting requirement, usually by precinct.

Countywide Vote Centers may facilitate the exposure of a Voter's Ballot Selections.

ONLY a Voter should be able to identify their own ballot, via a sequential, pre-numbered ballot selection system akin to the system sed in Texas.


No State or Private entity should be able to track even a single voter's ballot.


Redaction of what are supposed to be anonymous ballots does not alleviate, but confirms the violations documented here and here.


TBTR cannot relay strongly enough the importance of a strong chain of custody for election records. 


A complete and accurate Chain of Custody is the only official evidence that ballots and poll books were handled lawfully. 


This concept further supports our teaching, that the burden of proof lies with the authority conducting the election to prove that they have conducted a lawful and trustworthy election.



Casting ballots by precinct is the only way to guarantee all voters ballot secrecy, which is mandated by federal law and in most state statutes as well. 


Protecting Ballot Secrecy is necessary to prevent unlawful redaction of election records, which destroys Auditability. Protecting Ballot Secrecy preserves Auditability, and casting ballots by precinct guarantees Ballot Secrecy.


Without Auditability and Ballot Secrecy, the results of elections cannot and should not be trusted. This provision, casting ballots at the precinct level, must be federall mandated to prevent obfuscation of precinct returns.
